Unfortunately, Server Security 11 versions and Windows Server 2003 are not supported. So i can't help much. Installing available Windows updates may help. You can also try to enable and check MSI installation log. It may help to find a victim.
Regarding the problem with CS 12.31. What OS is affected? Does it have fresh Windows updates installed?
Does it have enough disk space?
