Policy Manager - push installation win32 error code

Do anybody know what  is win32 error code 1 in  push installation (PM 13.X)?

 

Is there some list of error in F-Secure Policy Manager?

1) what PM (with build number)?
2) which jar-file?

3) what is the target machine?
