How can someone install F-Secure Client Security 14.00 (Premium or Standard) on an isolated Windows host as locally managed application.

While you could install an exported MSI, include a policy with settings, the installation will not be completed. Some modules get immediately updated from PMS. So at least until that is done there should be connectivity to a PMS.There is an option to export updates from a running PMS to an offline PMS. Maybe that helps.
In the end: What do you fear, if that system is offline? Without network connectivity after a few days you have a system vulnerable as hell, having no ORSP and with bad detection rates by old signatures only.
Yes, it's a completely isolated Windows host without network connectivity!
