I downloaded and imported the hotfix for 12.1x server products. However, when I go to the "Installation" tab, there's no option to deploy the hotfix to servers running F-Secure Server Security 12.11. Why not?
you could also download the .fsfix file (not the JAR) and double click it directly on that machine.

Please, use "Install" button in the bottom left corner of the "Installation" tab in PMC to install this hotfix.
