F-Secure has already been reinstalled and Visual C ++ updated.
That error comes from missing windows updates. I had the same a few weeks ago with one client.
After the update to 13.11 it works fine again.

This version is very old. What OS do you have?
If you don't want to take in use latest 13.11 version for some reason, please, try version latest 12 version - 12.33.
Also, please, make sure that fresh Windows updates are installed.
