In Psb trial in computer protection when i turn off some category such as Social Media and when i opened this sites there are a message ( web site blocked ) but in Demo in users i can add web sites like www.facebook.com and when i try it in browse its open although i turn off in category.

what should i do in this issue ?

You mean, that user can add own exclusions in local UI and can allow blocked sites?

If you want to not to give users possibility to add own exclusions, you can lock "Web sites exeptions" (and "Sites" below) - that disables ability for user to whitelist URL's
