Software Updater, Install fail although no user logged in

Security Update for Microsoft Office 2016 (KB5002052) 64-Bit Edition

Error:

OPSWAT reason: WA_VMOD_ERROR_CANNOT_TERMINATE_PRODUCT

Although no user is logged in, the office updates cannot be installed. 

I read the link below, but can not interrupt the work of users without notice. This must be fun - right?

    Hello JohnConnor.

    In fresh Business Suite release 15.30 you can select the following approaches in PM Console for "Action when application is running":

    "Force application to stop immediately",

    "Ask user to stop the application"

    "Cancel the installation"

    For night hours the first option should work, for working hours the second one.
