Although no user is logged in, the office updates cannot be installed.

In fresh Business Suite release 15.30 you can select the following approaches in PM Console for "Action when application is running":
"Force application to stop immediately",
"Ask user to stop the application"
"Cancel the installation"
For night hours the first option should work, for working hours the second one.

Current Elements equivalent — Force close running applications
The accepted answer refers to Business Suite 15.x and Policy Manager Console, which reached end of support on 11 May 2026.
In WithSecure Elements, the equivalent setting is "Force close running applications" in the Elements Security Center patch management action menu. When you select an update to install on selected devices, this option appears and forces running applications to close before the update proceeds — which resolves WA_VMOD_ERROR_CANNOT_TERMINATE_PRODUCT.

For unattended installs outside working hours, combine this with a scheduled automated task in the device profile under Security Configurations > Profiles > Automated tasks — set it to run at a time when devices are idle.
If you are still on Business Suite and hitting this error, the recommended path is to upgrade to WithSecure Elements before Business Suite reaches full retirement on 30 September 2028.
