Issue:
Normally after releasing quarantined email, the email will be re-sent to the original recipient. If quarantined file or URL in Exchange needs to be investigated, admin needs to release the email first and ask the recipient to forward the email to admin after the email is released. It's a bit risky for normal user (the recipient) to handle the email before they know whether the detected item is safe or malicious. They don't want the released email to be sent to the original recipient and they want admins to download the quarantined email directly.
Resolution:
It's possible to get quarantined emails using EWS editor.
Official steps to download quarantined items from exchange is available here:

EWS editor tool can be used even if the cloud service is not being deleted.
