Issue:
How to add a new user to the Partner Portal for e-Ordering and etc? How to request access rights? 
Resolution:
Not even an administrator user can directly create new users in the Partner Portal. User access rights to the Partner Portal can only be requested.
If you already have a colleague who has access rights to the Partner Portal, we recommend that you ask that colleague to make the new user request directly from the Partner Portal:
- Log in to Partner Portal at https://partnerportal.withsecure.com/s/?language=en_US
 - Go to Home tab
 - Select Request New User (from right sidebar in the Additional links section)
 - Fill in the user details
 - Click on the Send button
 
If you don't have anyone with access to the Partner Portal already, a user can themselves request for access rights from the login page:
- Open Partner Portal login page at https://partnerportal.withsecure.com/s/?language=en_US
 - Click on the Request credentials link
 - Fill in the user details    
 - Click on the Send button
 
It usually takes 1-2 business days for WithSecure to grant the access rights to the user.
Note: Avoid using shared email address like info@example.com.
